ICP Council is the policy-making body of Norinco’s export control work. Main responsibilities of ICP Council: Responsible for examining export control policies and regulations at corporate level, and then reporting to Presidential Meeting for approval; Responsible for conducting export control screen on defense, civilian products and international engineering projects; Authorized by Presidential Meeting to veto business activities against nonproliferation policies or long-term interests of NORINCO; Responsible for setting principles, plans and speeches on how to deal with serious accidental instances in terms of nonproliferation export control, and responsible for organization and implementation as well; Responsible for deliberating the annual ICP work plan, reviewing and evaluating the effectiveness of ICP in NORINCO.

ICP Office is a specialized department that centralized management the export control work of Norinco, and undertakes day-to-day work of export control.
